The FRA Secretariat/Committee
The Council is mandated to meet at least six (6) times within its financial year with an Annual General Meeting (AGM) held separately, usually around August once an external Audit report of the Council’s affairs has been signed off for the financial year ending in June of the year concerned.
As such meetings are convened bimonthly, in between meetings, when work is required to be carried out on behalf of the Council, a Secretariat has been established having been officially voted in and selected by FRA members to carry out such duties as required and directed by the Council to get activities going and actions taken on behalf of FRA’s members.
FRA’s members are financial members who subscribe to the seven (7) districts which are represented at the Council through their representatives – fourteen (14) of them in total at two (2) per district.
Except for menial decisions given to it via the Council’s Finance Policy (under its delegated authority on money that can be spent by the Chairperson on behalf of the Council), at no point in time does the Secretariat have the mandate to act as if it were the Council making decisions independent of the Council’s input. In most instances, due consideration must be mandated by the Council before the Secretariat can act.
Therefore, the Secretariat is subservient to the Council and carries out activities as per the Council’s direction.
